A Shift in the Express Entry Landscape
So far, there isn’t a clear pattern regarding the number of invited candidates, frequency of draws or the type of draw. The Express Entry system throughout 2023 has seen a repeat of the pre-pandemic pattern in January—inviting candidates from all programs with draws held two weeks apart. However, February saw IRCC conduct four program-specific draws between February 1st and March 1st. This was the introduction of the very first program-specific draw for the FSWP.
Therefore, February had a total of three draws, with one draw each week in March. These draws saw over 21,000 candidates receive ITAs, an impressive number and the second-highest in the history of Express Entry. The pre-pandemic pattern of one all-program draw occurring every two weeks was reinstated in April, bringing back some predictability.
However, there is flexibility and discretion in the system reserved for the immigration minister, who can determine when draws occur, which programs they target, the number of candidates invited, as well as the minimum CRS cut-off score. The flexibility of the process allows the adaptation to changing priorities of Canada’s labor market.
