According to a recent IRCC media release, just like all travelers wishing to come to Canada, extended family members to the Canadians or permanent residents will have no choice but be subjected to all public health measures put in place to stop the spread of the corona virus. Such measures include but not limited to the mandatory 14‑day quarantine (isolation) period upon arrival in Canada. The media release also indicated that the final decision on who is eligible to enter the Canadian border is made by a border services officer at a port of entry.
According to IRCC, more information like the definition of extended family, providing support to critically people, being present during the final moments of a loved one, and caring for people who require medical aid.
In as much as mandatory quarantine and social distancing rules are still in place, you can get a limited release from an isolation facility for compassionate reasons. If you are returning to Canada from abroad, this limited release from quarantine also applies to you. Travelers coming into the country will still need to quarantine for 14days unless you are granted an exemption.
