In this case, the Visas are applicable for a period starting from January 1, 2019, and ending on April 30, 2020. This means all individuals with Working Holiday Visas must have the expiry dates of their LOI before December 21, 2021. The eligibility does not depend on whether you have attained an extension. Nevertheless, the government of Canada still allows you eligibility, and therefore, you can reapply upon the expiry of your LOI.
