The new policy is to help businesses and employers quickly access the employees they need by giving foreign workers a great deal of leeway to process their much needed work permits. That said, the policy that does not in any way change the role of employers and businesses in the process of recruiting foreign workers. The potential employer is required to have a valid positive Labor Market Impact Assessment (LMIA) from ESDC. The employer is also obligated to name the new worker in position on the LMIA and inform the Service Canada.

For foreign workers with job offers that do not require LMIA, employers are only permitted to offer the job through the International Mobility Program. If the new post requires LMIA, employers must obtain a positive LMIA approval document.

A Candidate Should Follow the Following Steps When Changing Employers

If you are holding a temporary work permit, you should apply for a new one from within Canada. Even though you can apply online, you still have to be within the country. The online application is not mandatory, for reasons not limited to glitches with the online platform and disability, you can submit your applications on papers.

Once the candidate is through with the process, the IRC will give the candidate a go ahead—through an email—to starting working for their new employer while they finalize the application. The candidate should expect the email in 10 days, which might take a few more days if it was filled on paper.
