Subject: Refugees and Displaced Workers Could Benefit from Canada’s New Immigration Plan

If you are a talented refugee or displaced worker seeking to create a new life in Canada, there is good news for you. As of 2025, Canada will introduce a new permanent immigration program tailored specifically for you. The decision is based on the success of the Economic Mobility Pathways Pilot (EMPP), which has already assisted hundreds of people who have settled and are working in the country.

So, what is this all about?

Initially launched in 2018, the EMPP was designed to bridge the gap between skilled refugees and other internally displaced persons, providing them with job opportunities in Canada. It offered an easy path to permanent residency (PR) by utilizing Canada’s then-current economic programs. Today, due to its high success rate, the Canadian government is taking the next step. Immigration, Refugees and Citizenship Canada (IRCC) projects that the full implementation of this pathway will be set up by 2025 at the latest, following the formal closure of the EMPP, which is scheduled to take place on December 31, 2025.

Not everything is clear yet, but at this point, we can take a significant step in the right direction, as the eligibility criteria and application process have yet to be revealed.

Here’s what we currently know about the EMPP setup:

At this moment, refugees and displaced people have the option to apply either through the federal program called EMPP or through regional schemes, including the Atlantic Immigration Program (AIP) or a Provincial Nominee Program (PNP). Applicants must use some acceptable documents to prove their status or provide a referral letter from an organization permitted by IRCC to qualify. You must be outside of Canada to be eligible to apply.
