The Bigger Picture: Canada’s Immigration Levels Plan

The latest draw comes after the removal of CRS points for arranged employment, which has significantly changed how the Express Entry system works. According to Canada’s 2025-2027 Immigration Levels Plan, the country is aiming to welcome 124,680 new permanent residents through the Express Entry system in 2025 alone.

It’s important to note, though, that ITAs don’t always equal permanent residency (PR). While an ITA is an invitation to apply for PR, candidates still need to go through the application process, and not all ITAs lead to PR landings. Some applications might be denied, or applicants might not complete the necessary steps to secure PR.
